General Accountabilities:
- Prepare various estimates and schedules covering different phases of divisional projects.
- Assist project management personnel with the project cost and schedule control facilities for underway projects.
- Screen actual costs and quantities reported to work orders, prepare review of variance for the project engineer and arrange for closing of work orders.
- Develop cost and schedule models and update standard tables in the computerized divisional management system and prepare estimating and scheduling statistics.
- Prepare Capital Construction Program (CCP) estimates, schedules, and cash flows for divisional projects identified on Plan Schedules.
- Obtain estimating and scheduling assumptions from the Project Engineer (PE), gather the balance of the information and use to develop CCP estimates, schedules and cash flows by selecting and modifying estimate/schedule models on the project management computer system.
- Obtain input, when required, from specified work groups involved in the projects and use to revise the estimates, schedules and cash flows.
- Forward work for review/approval of the Supervising PE or his delegate.
- Prepare release estimates, schedules and cash flows for divisional projects as requested by the committing authority.
- Work with the PE to determine the required estimating and scheduling information, initiate and follow-up written requests for estimating and scheduling data from contributing groups on behalf of the PE, participate at meetings to discuss estimating and/or scheduling matters and gather required information by a specified date provided by the PE.
- Review the collected data and finalize any assumptions with the PE and use to develop a release estimate, schedule and cash flow by inputting the collected data into the project management computer system.
- Forward to the PE and Supervising PE the Summary of Estimates, Estimate Detail Sheets and the Schedule for review/approval.
- Monitor progress of plans, schedules and work programs.
- Process work requests and create work orders.
- Maintain records on work requests using manual and computerized system.
- Analyze and present data on group accomplishments and work load forecasts.
- Utilize computer capabilities for work management systems.
- Perform further assessment and estimates on requested work.
Selection Criteria:
Essential Knowledge:
- Requires knowledge of electricity/electronics, mechanics, instrumentation, heat and thermodynamics associated with rates and operating techniques, materials and equipment as a base for comprehending technical and planning subjects.
- Requires knowledge of mathematics necessary to perform calculations.
- Requires knowledge of computer technology to operate work and project management systems.
- Grade XII education in a secondary school plus intermediate related courses.
Essential Experience:
- Requires experience, to understand the practical aspects of design, procurement and construction; such as, drawings, surveying, materials, equipment, construction methods, deployment of working forces, associated labour man-hours, schedule durations and logic, and practices and problems associated with projects.
- Requires experience in estimating, scheduling, cost and schedule analysis and CPM scheduling techniques.
- Requires experience within the section to be familiar with working procedures, such as, estimating scheduling, costing, budgeting, project management, etc, documents used or issued, departmental interrelationships and requirements, computer systems and data bases used by the section and with field and Head Office personnel involved.
- Requires experience in a trade or operating setting to understand department systems, operating work methods, practices, maintenance procedures to gain an appreciation of materials and equipment characteristics.
- Requires experience in work sequences to develop logical work packages.
- Requires experience in estimating, planning, organizing, and scheduling of work to assist in the preparation of plans and work programs.
- Requires experience within Protection & Control, Operating, Electrical Maintenance and Mechanical Maintenance to be familiar with technical work requirements in the field.
- Requires experience in the operation of computerized work management systems to prepare plans and schedules.
- Ability to work independently as well as effectively work in a team oriented environment.
- Strong organizational skills and the ability to make decisions independently are mandatory for this position.
- A period of up to six years is considered necessary to gain this experience.
