The Policy and Planning Branch provides a wide range of executive support to the Minister, Deputy Minister and Executive Management Committee of the Department. These vacancies are policy analyst positions within the Strategic Policy Unit of the Policy and Planning Branch. The Strategic Policy Unit undertakes strategic planning, social policy research and analysis; provides project management services and policy development and coordination support; conducts program and data reviews and provides program evaluation expertise; provides support for legislative debate; undertakes interprovincial comparisons and prepares policy papers. The Strategic Policy Unit also represents the Department in intergovernmental, interdepartmental and inter-sectoral discussions related to a broad range of social issues. The Unit also provides coordination and support for ALL Aboard, Manitoba's Poverty Reduction and Social Inclusion Strategy.
Qualifications:
Essential
1. Post Secondary education, preferably at the Masters level, in the social sciences or other relevant discipline and several years related work experience. Other combinations of education and experience my be considered.
2. Demonstrated knowledge of social services programs and policies.
3. Experience in program and policy development.
4. Strong oral and written communication skills including experience writing clear and concise reports.
5. Demonstrated research, evaluation, and analysis experience.
6. Experience and ability to work both independently and cooperatively in a team setting to ensure the organization's positions and interests are represented.
7. Experience managing projects, setting priorities and meeting deadlines.
8. Proficiency in Windows based software, particularly MS Outlook, Word and Excel.

9. Knowledge of the strategic planning processes.
10. Ability to read, write and speak French.
Duties:
Under the direction of the Manager, Strategic Policy, Policy and Planning, the policy analysts will be responsible for supporting the Department’s efforts as Co-Chair of ALL Aboard, Manitoba’s Poverty Reduction and Social Inclusion strategy. The policy analysts will also be required to write position papers, briefing notes, issue papers and informational material for senior department managers and prepare authority seeking documents, such as Cabinet and Treasury Board submissions. The policy analysts may also undertake research projects, design and implement specific program evaluations or reviews, conduct inter-provincial program reviews, liaise with advocacy groups, external agencies and individuals who have special interests in social policy issues. The policy analysts are required to work effectively with staff in the divisions and senior department managers to obtain information, and to ensure that this information is developed appropriately and in a timely fashion. The analysts may also be required to represent the Branch or the Department at internal and external committees and meetings.
