Position Type/ Hours: This is a permanent full-time position working thirty-five (35) hours per week.
The Position
Under the general supervision of the Manager of Emergency Management, with some independent action, will conduct municipal emergency planning and emergency response planning; including but not limited to the development, implementation, testing and revision of all emergency plans. Identifies and facilitates the training needs of various municipal departments and stakeholders in emergency management and business continuity.
Prepares reports and delivers presentations; develops and delivers public education and awareness programs; assists with annual business plan and budget process. This position is responsible for business case, funding rationale, project management, coordination, construction, plan approval, operational agreements, operational standards and capital planning.
This position will provide support during an activation of the Regional Emergency Operations Center (REOC).
Role and Responsibilities
Monitor trends to provide the Regional Municipality of Wood Buffalo with best practices in all phases of Emergency Management.
Assist in the development and management of the Emergency Management budget, including both operating and capital expenditures.
Using the Incident Command System, provide support in the event of a disaster or large scale emergency.
Liaise with all levels of government and non-government organizations, business and industry within the Regional Municipality of Wood Buffalo, Province of Alberta and within Canada.
Work with our rural and urban communities to prepare for a large scale emergency.
Rotate through an on-call list for the Regional Emergency Operation Centre.
Design, update and maintain all aspects of the Municipality Emergency Management Plan and related programs.
Update and maintain operational protocols and procedures for the Emergency Management Branch and associated documents, policies and activities.
Design table top, functional, drills and full scale exercises for the organization, providing guidance and coaching and analyze exercises for gaps and potential problems.
Ensure priorities are set in planning of daily, weekly, and monthly workload.
Interdepartmental contacts on a daily basis.
Contact with the public; routine contact with provincial government, municipal government, business and industry, non-profit organizations, and vendors in order to build and maintain professional relationships and conduct business.
Provide factual information on a daily basis to the public, business and industry, non-profit organizations, vendors, and service representatives with tact and diplomacy.
Provide public education to community groups, public and private education institutes, special needs groups, etc.
Qualifications
High School Diploma or GED equivalent.
Diploma, BA or BSc. in Emergency Management along with five (5) years direct work experience in Emergency Planning, preferably within a municipal government setting.
Valid Class Five (5) Driver’s license is required and access to personal vehicle for business use.
Successfully obtain and maintain an RCMP Security Clearance and vulnerable persons check is required.
Associate Emergency Manager or Certified Emergency Manager designation or equivalent (while employed with the Regional Municipality of Wood Buffalo) is preferred.
Related Courses with a focus in:
Basic Emergency Management;
Incident Command System (ICS 100 and 200).
You will posses the following;
Advanced communication, interpersonal, organizational, and time management skills.
Advanced public speaking, facilitation and technical writing skills.
Advanced Microsoft Office skills including but not limited to power point, word, excel.
Good working knowledge of the Incident Command System.
Good working knowledge of emergency management/business continuity software and tools.
Advanced knowledge of emergency management and business continuity legislation and regulations.
Ability to work independently under pressure in a fast paced environment during an emergency situation.
Work with minimal supervision.
Ability to develop and maintain strong working relationships with managers and senior leadership.

Salary Range: $78, 402 (Starting Salary) – $99, 730
